The Legislative Branch is the Branch of the government that creates laws, confirms or rejects Presidential appointments, conducts investigations, and declares war. The Legislative Branch is made up of two groups, the House of Representatives and the Senate. Together those groups form Congress. 

The House of Representatives is made up of 435 members, elected by people in each state.

There are also six non-voting Representatives who represent Washington, D.C., Puerto Rico, American Samoa, Guam, the U.S. Virgin Islands, and the Northern Mariana Islands.
